Smoking will be allowed for:
- Casinos where minors are prohibited.
-Bars that don't serve food.
- Strip clubs and brothels.
- Retail tobacco stores.
- Private residences.
Smoking will be banned in:
- casinos where minors are allowed to loiter...almost all casinos
- bars that serve food...almost all bars
- In all public places
That sounds like it means everywhere.
